Chirumanzu Rural District Council was established through Proclamation No. 1 of 1993 which amalgamated Takawira District Council and Charter Rural Council and established. The District Council derives its powers from the Rural District Council Act chapter 29:13. After the amalgamation Chirumanzu Rural District Council now has a communal area, a resettlement area and three urban areas namely Mvuma, Lalapanzi and Charandura under its jurisdiction.
The council borders with Mhondoro-Ngezi, Chikomba, Zibagwe, Vungu, Masvingo and Gutu. The district is composed of twenty-five wards with twelve wards in the communal area, three in Mvuma, one in Lalapanzi and nine covering the resettlement area.
